Protecting refugee children: A new report focusing on the protection of children affected by the refugee crisis identifies non-comprehensive data collection, inadequate reception conditions, problems with age verification and with identification of victims among the key challenges. While there is no aggregated data available on the total number of children affected by refugee crisis in Europe, the European Network of Ombudspersons for Children (ENOC) assesses that in 2015 at least 337,000 children were registered as asylum seekers, 88,300 of which were unaccompanied. Committee of Ministers: Estonia hands over chairmanship to Cyprus The Chairmanship of the Committee of Ministers of the Council of Europe today passed from Estonia to Cyprus, at a meeting attended by representatives of its 47 member States. The outgoing Chair, Jürgen Ligi, Foreign Affairs Minister of Estonia, gave an overview of his country's achievements during its chairmanship. The new Chair, Ioannis Kasoulides, Minister for Foreign Affairs of Cyprus, presented the priorities of the Cypriot Chairmanship. #councilofeurope #europe #estonia #cyprus

The Secretary General’s Special Representative on migration and refugees, Ambassador Tomáš Boček, had already expressed his concern, especially regarding the situation of minors and families. A delegation of the Congress of Local and Regional Authorities was on a mission to observe local elections in Bosnia and Herzegovina between 28 September and 3 October. A few violent incidents and some irregularities occurred, but otherwise polling was carried out in a calm and orderly manner, generally in line with international standards. Irregularities include use of mobile phones, the quality of voters' lists, secrecy of the vote; effective safeguards against any kind of manipulation need to be addressed.
